TEN THINGS YOU CAN DO FOR SUDAN.


1. WRITE A LETTER TO YOUR SENATOR OR REPRESENTATIVE

Every time Valentino and Dave talk to experts on U.S. policy on Sudan, they ask what citizens can do to help. These experts always insist that one of the best things is to write a letter—an actual, personalized letter—insisting that this representative or senator do something about the ongoing genocide in Darfur, and about the gross misconduct of the Sudanese government in Khartoum. Remember that in 2005 the U.S. brought to bear great influence in brokering the peace between the north (Khartoum) and the south (the Sudan People's Liberation Army). When the U.S. wants to influence the Sudanese government, they surely have the power to do so. For some ideas of what to say to your elected officials, read on.

2. TELL WASHINGTON THAT TRADING INFORMATION FOR DARFURIANS IS UNACCEPTABLE

Many experts believe that one of the primary reasons Washington is dragging their feet in doing much about Darfur is due to Khartoum's help in their War on Terror. To back up: In the 1990s, Osama bin Laden spent six years in Khartoum. Sudan is where he built his network of terror. While being hosted by the Sudanese government, he provided Khartoum with millions of dollars. In the late 1990s, after the bombings of American embassies in Tanzania and Kenya, the U.S. exerted great pressure on Sudan to expel bin Laden. They did so. (Again, the U.S. can have great influence in Sudan when they want to.) After 9/11, the Khartoum government became a very cooperative partner in the War on Terror. The U.S. could count on Sudan's intelligence community to provide information about any suspected terrorists who had worked with bin Laden in Sudan. Now, because the Sudanese have proven themselves useful in Washington's terrorist hunts, many experts believe that the Bush administration is loath to push Sudan too hard on the genocide in Darfur, lest Khartoum cease to be helpful in the War on Terror. These same experts believe strongly that the U.S. need not be so timid. The U.S. can still exert pressure on Khartoum without fear of losing a partner in intelligence-gathering. And even if they do lose this partner, we believe that trading the lives of hundreds of thousands of Darfurians is not worth whatever bits of information we're able to glean from Khartoum's intelligence.

3. SUPPORT ORGANIZATIONS THAT SUPPORT SUDAN

A number of nonprofits are aiding refugees and are working for peace in Sudan. This is by no means a complete list, but these organizations assisted Valentino and Dave, so we'll start with them:

Save the Children: When Valentino and Dave traveled to Sudan in 2003, they stayed in the compound of Save the Children's base in Marial Bai. Save the Children is involved in many efforts to aid the Sudanese who have suffered as a result of civil war, and has been instrumental in bringing former slaves and abductees back to their villages of origin.

Concern: Valentino and Dave flew on a Concern cargo flight back to Marial Bai. Concern brings food and supplies to war-ravaged areas. Their work in Sudan now focuses on nutrition, water sanitation, and shelter for people affected by the war.

The UNHCR: The United Nations High Commissioner for Refugees maintained the refugee camps at Pinyudo and Kakuma mentioned in What Is the What. The agency is now working to help refugees return to their communities in southern Sudan, and to make the reintegration process a safe and sustainable one.

6. SUPPORT SUDANESE COMMUNITIES IN YOUR REGION

7. SUPPORT DIVESTMENT EFFORTS

The Sudan Divestment Task Force is coordinating dozens of "targeted divestment" campaigns around the world. Their approach focuses on maximizing impact on the Sudanese government while protecting Sudanese civilians and the organizations that provide for them. Since U.S.-based pension funds have more than $90 billion invested in Sudan-related holdings, the potential impact is significant. California has already adopted the targeted divestment model, and legislation is pending in several other states. You can help by examining your own investments (the task force provides a screening tool on its website—http://www.sudandivestment.org/screener.asp), and by getting involved in campaigns in your area—in your city, your state, your school, or your company.

8. SUPPORT THE PEOPLE AND GOVERNMENT OF SOUTHERN SUDAN

According to the signed peace agreement between the government of Sudan and the Sudan People's Liberation Army, in 2011 the south will be able to vote on whether or not they want to secede from the north and become their own autonomous country. This is the course favored by Valentino Deng and most southern Sudanese. But in order for this to happen, the international community needs to maintain pressure on Khartoum. If the current course continues, whereby the world stands idly by and watches Khartoum annihilate its own people in Darfur, there will be little chance that the Sudanese government will honor their agreement to allow the secession of southern Sudan. Already the southern Sudanese are preparing for another civil war. But it doesn't have to be this way. If the world supports the southern Sudanese financially and politically, the nascent government of southern Sudan will grow stronger, and Khartoum will find it more difficult to violate their agreement.

9. PRESS FOR PUNITIVE MEASURES AGAINST THE REGIME

The same government prosecuting the genocide in Sudan is the one that was primarily responsible for 2 million deaths in southern Sudan. How long are we going to allow this to occur without imposing some kind of cost? In your letters to members of Congress, you should demand that they support U.N. sanctions on responsible Sudanese officials and their businesses, and demand that the U.S. declassify and share its considerable intelligence with the International Criminal Court to accelerate indictments against those officials.

10. WORK THROUGH YOUR PLACE OF WORSHIP

If you belong to a church, synagogue, mosque, or temple, get your community involved in Sudan advocacy. Many national religious organizations have taken up the cause, but it is more meaningful when a local group contacts their congressperson or senator and tells them that this issue is important to them as voters and as people of faith.

But there is so much more.  Darfur is a recent conflict in the west, but there has been another conflict raging in the South for decades.

You may have to eject your president and elect a leader who genuinely doesn't believe in genocide. Yes, sending a letter to your senator or representative is fine but its the elected party and leader that make the ultimate decision. In fact I have a feeling that if such issue when on the upper house would probably end up in a tie, and then be shut down by the Vice President. The only way the government would actually choose to help Sudan is if it is within the interest of the elite and corporate giants.

Keep in mind that I am assuming that the political party that leads the nation are as shallow as the current and past parties. What does shallow mean? Well...it means to carry  domestic or foreign policies that even include genocide.

Sudan pushes for Darfur peace talks, ceasefire-envoy

NEW YORK, May 24 (Reuters) - Sudan's government is willing to meet rebel groups from Darfur anywhere, any time and would commit to a unilateral cease-fire while peace talks are held, Khartoum's ambassador to the United Nations said on Thursday.

Abdalmahmood Abdalhaleem told a Reuters Newsmakers panel there were now up to 19 rebel groups in Darfur and urged the international community to unite them.

"I can assure you that the government will observe unilaterally a cease-fire, cessation of hostilities, today if they come to the negotiating table," Abdalhaleem said.

Only one rebel faction signed an initial Darfur Peace Agreement with Khartoum last year.

"We want to sit today with the non-signatories in any place, whether it's South Sudan, in Addis Abba, in Eritrea or in Libya," he said. "We want without any delay for there groups to unite or at least to come to the negotiating tables."

The United Nations and the African Union are organizing peace talks. But it is expected to be months before an initial dialogue is underway, much less an agreement, thus bolstering calls for a robust peacekeeping force in the interim.

More than 200,000 people are estimated to have died and 2 million chased from their homes in the four-year-old conflict in western Sudan between ethnic African rebels and the government, backed by the Arab Janjaweed militia. However, over the last year rebel groups have been fighting each other.

Abdalhaleem disputed the death figure, saying the toll was between 9,000 and 10,000. The United States has said the conflict is a genocide, but Khartoum has denied this.

"For many forces in the United States the issue is not Darfur, the issue is regime change," he said. "So please don't deceive people and tell that you are very passionate and very concerned about Darfur."

NO PEACE TO KEEP

But Lauren Landis, the U.S. State Department's senior envoy to Sudan and a member of the panel, said a regime change was "furthest from our mind," adding that Washington would likely announce new sanctions soon against Khartoum if the country does not agree to accept a large force of U.N. peacekeepers.

The U.N. Security Council last year adopted a resolution to deploy a "hybrid" U.N.-African Union force of more than 20,000. But Sudanese President Omar Hassan al-Bashir has argued that this figure is too high. He has agreed to the deployment of 3,000 U.N. police and military personnel to aid the African Union force of about 7,000.

"In order to have peace in Darfur we need a 'hybrid' agreement," Landis said.

The panel, held at the New York Historical Society, also included actress Mia Farrow, NBC television journalist Ann Curry and John Prendergast, an International Crisis Group senior adviser.

A frustrated United States and Britain are considering international sanctions in the U.N. Security Council, which would have a wider impact, including imposing an arms embargo on all of Sudan and financial and travel bans on individuals.

"We should start imposing sanctions," said Prendergast. "We have a monumental opportunity staring us in the face right now to finally build the leverage to get the protection for the people and to get a real peace deal for Darfur."

An angry Abdalhaleem accused the Brussels-based International Crisis Group think tank of being "one of the most destabilizing elements in current world politics and especially in out part of Africa."

Prendergast laughed off the comment and accused Khartoum of arming some of the rebels in a "divide and conquer" strategy Chad and Eritrea provided guns to other armed groups.

WASHINGTON (Reuters) -- President Bush on Tuesday ordered U.S. sanctions tightened against Sudan's government for its refusal to stop the violence in the Darfur region.

In brief remarks, Bush followed through on a threat made six weeks ago to pursue tougher action against a government that he said was complicit in the bombing and rape of innocent civilians.

Bush directed Secretary of State Condoleezza Rice to consult with Britain and other allies on pursuing new U.N. Security Council sanctions against Sudan.

He urged Sudan's president to let international peacekeepers into Darfur.

Bush imposed unilateral punitive action against 31 companies and four individuals.

Violence has devastated Darfur since 2003.

Fighting by government-backed militias and rebel groups in the Darfur region of western Sudan has killed more than 200,000 people and driven about 2 million from their homes.

In 2004, the U.N. Security Council adopted a resolution calling on Sudan to end the attacks. But Bush and other top U.S. officials have grown increasingly impatient with Sudan President's Omar Hassan al-Bashir's reluctance to stop attacks by Arab militias widely believed to be supported by the government.

Bashir also stalled for months in accepting U.N. peacekeeping support packages to the African Union of 7,000, a prelude to a large force of more than 23,000 troops and police. He received plans for that force only last week but has said the number of military personnel was far too large.

New U.S. sanctions against Sudan would extend those implemented in 1997 and be aimed mostly at companies owned or controlled by the Sudanese government. One other company is believed to be violating an arms embargo for Darfur and will also be banned from doing business in the United States or having access to its financial system.

The companies targeted will include firms in the oil and petroleum export-related businesses, all of which are crucial to Sudan's economy. They are all expected to be named.

The four individuals to be affected include senior Sudanese government officials and rebel leaders.

"This will be the first time we are taking such an action ahead of the United Nations," said a senior administration official about the sanctions against the individuals. The U.N. Security Council last year imposed sanctions on four mid-level individuals.

At the United Nations, the United States and Britain are considering drafting a resolution that would impose an arms embargo on all of Sudan, not just Darfur, increase the number of individuals subject to sanctions and monitor at airports in Sudan, preferably by the African Union to determine who is breaking previous council resolutions on offensive military flights.

Delay in sanctions
Last month Bush vowed to hold off imposing new sanctions against Sudan to give the United Nations more time to negotiate with Khartoum over accepting a peacekeeping force in Darfur.

"The president believes we cannot wait any longer for the violence to stop and the people of Sudan to be given what they need," the U.S. official said.

But he said Washington would then turn to working on an acceptable resolution on Darfur with the U.N. Security Council.

"We're in constant dialogue with a number of the Security Counsel members," the official said. "I would say with regard to the Chinese we don't have a specific commitment. Obviously we will work with them on the specifics of a resolution."

The Security Council last Friday endorsed proposals for the large Darfur peacekeeping force to protect civilians and use force to deter violence.

The force will also monitor compliance with the Darfur Peace Agreement signed in May 2006 with the Khartoum government and one rebel group that still has not been implemented.

Sudan halted bombing raids at the start of the year, but last month its air force hit three towns in North Darfur and prevented a meeting of rebel commanders that it had allowed to take place.

According to the senior Bush administration official, U.N. Secretary General Ban Ki-moon has been informed of Washington's latest unilateral steps.

"We think it's important to lead on this effort," the American official said.

Hundreds Flee to Town in Central African Republic, UN Says

Some 1,500 Sudanese refugees have sought refuge in a single town in the Central African Republic (CAR), claiming that Sudanese Government forces and armed militias attacked their town two weeks ago, a United Nations spokesperson said today.

Several UN agencies have just completed an assessment mission to the town of Sam Ouandja, in northeastern CAR, the spokesperson, Michele Montas, said today in New York.

"The agencies say the number of refugees continues to grow," Ms. Montas said. "The majority of them are women and children, who have travelled the 200 kilometres between the two towns on foot."

The World Food Programme (WFP) is providing a one-month initial food ration for the refugees who have already arrived in the town, and the UN High Commission for Refugees (UNHCR) along with he UN Children's Fund (UNICEF) is providing non-food items, Ms. Montas added.

The UN Office for the Coordination of Humanitarian Affairs (OCHA) issued a news release saying the influx of refugees is ongoing.

"We did not find evidence of the presence of armed elements in the group and the refugees assured the mission that everyone originates from DaFak in Sudan and no Chadian nationals among them," said Bruno Geddo, Representative of UNHCR.

"We will continue to monitor the situation closely to ensure the civilian and humanitarian character of the operation," he added.

"Considering that the majority of the refugees appear to be women and children, WFP will provide emergency food assistance, while at the same time carry out an assessment of the humanitarian needs of the most vulnerable individuals among the local population in Sam Ouandja," said that agency's Representative in CAR, Jean-Charles Dei.

"Beyond the need for humanitarian assistance, the United Nations remains highly concerned about the protection of civilians and calls for the national authorities to continue to facilitate humanitarian access to displaced populations in need," said Jean-Sébastien Munié, OCHA chief in the country.

UN officials have frequently warned that the conflict in Sudan's Darfur region is threatening to engulf the CAR as well as Chad - a caution Mr. Munié repeated today.

"The arrival of these refugees from Sudan is another evidence of the spill-over effect and the regional dimension of the conflict in Darfur," he concluded.
