Australia's Hidden Empire

When the outside world thinks about Australia, it generally turns to venerable clichés of innocence - cricket, leaping marsupials, endless sunshine, no worries. Australian governments actively encourage this. Witness the recent "G'Day USA" campaign, in which Kylie Minogue and Nicole Kidman sought to persuade Americans that, unlike the empire's problematic outposts, a gormless greeting awaited them Down Under. After all, George W Bush had ordained the previous Australian prime minister, John Howard, "sheriff of Asia".

That Australia runs its own empire is unmentionable; yet it stretches from the Aboriginal slums of Sydney to the ancient hinterlands of the continent and across the Arafura Sea and the South Pacific. When the new prime minister, Kevin Rudd, apologised to the Aboriginal people on 13 February, he was acknowledging this. As for the apology itself, the Sydney Morning Herald accurately described it as a "piece of political wreckage" that "the Rudd government has moved quickly to clear away . . . in a way that responds to some of its own supporters' emotional needs, yet changes nothing. It is a shrewd manoeuvre."

Like the conquest of the Native Americans, the decimation of Aboriginal Australia laid the foundation of Australia's empire. The land was taken and many of its people were removed and impoverished or wiped out. For their descendants, untouched by the tsunami of sentimentality that accompanied Rudd's apology, little has changed. In the Northern Territory's great expanse known as Utopia, people live without sanitation, running water, rubbish collection, decent housing and decent health. This is typical. In the community of Mulga Bore, the water fountains in the Aboriginal school have run dry and the only water left is contaminated. Throughout Aboriginal Australia, epidemics of gastroenteritis and rheumatic fever are as common as they were in the slums of 19th-century England. Aboriginal health, says the World Health Organisation, lags almost a hundred years behind that of white Australia. This is the only developed nation on a United Nations "shame list" of countries that have not eradicated trachoma, an entirely preventable disease that blinds Aboriginal children. Sri Lanka has beaten the disease, but not rich Australia. On 25 February, a coroner's inquiry into the deaths in outback towns of 22 Aboriginal people, some of whom had hanged themselves, found they were trying to escape their "appalling lives".

Most white Australians rarely see this third world in their own country. What they call here "public intellectuals" prefer to argue over whether the past happened, and to blame its horrors on the present-day victims. Their mantra that Aboriginal infrastructure and welfare spending provide "a black hole for public money" is racist, false and craven. Hundreds of millions of dollars that Australian governments claim they spend are never spent, or end up in projects for white people. It is estimated that the legal action mounted by white interests, including federal and state governments, contesting Aboriginal native title claims alone covers several billion dollars. Smear is commonly deployed as a distraction. In 2006, the Australian Broadcasting Corporation's leading current affairs programme, Lateline, broadcast lurid allegations of "sex slavery" among the Mutitjulu Aboriginal people. The source, described as an "anonymous youth worker", was exposed as a federal government official, whose "evidence" was discredited by the Northern Territory chief minister and police. Lateline never retracted its allegations. Within a year, Prime Minister John Howard had declared a "national emergency" and sent the army, police and "business managers" into Aboriginal communities in the Northern Territory. A commissioned study on Aboriginal children was cited; and "protecting the children" became the media cry - just as it had more than half a century ago when children were kidnapped by white welfare authorities. One of the authors of the study, Pat Anderson, complained: "There is no relationship between the emergency powers and what's in our report." His research had concentrated on the effects of slum housing on children. Few now listened to him. Kevin Rudd, as opposition leader, supported the "intervention" and has maintained it as prime minister. Welfare payments are "quarantined" and people controlled and patronised in the colonial way. To justify this, the mostly Murdoch-owned capital-city press has published a relentlessly one-dimensional picture of Aboriginal degradation. No one denies that alcoholism and child abuse exist, as they do in white Australia, but no quarantine operates there.

The Northern Territory is where Aboriginal people have had comprehensive land rights longer than anywhere else, granted almost by accident 30 years ago. The Howard government set about clawing them back. The territory contains extraordinary mineral wealth, including huge deposits of uranium on Aboriginal land. The number of companies licensed to explore for uranium has doubled to 80. Kellogg Brown & Root, a subsidiary of the American giant Halliburton, built the railway from Adelaide to Darwin, which runs adjacent to Olympic Dam, the world's largest low-grade uranium mine. Last year, the Howard government appropriated Aboriginal land near Tennant Creek, where it intends to store the radioactive waste. "The land-grab of Aboriginal tribal land has nothing to do with child sexual abuse," says the internationally acclaimed Australian scientist and actvist Helen Caldicott, "but all to do with open slather uranium mining and converting the Northern Territory to a global nuclear dump."

This "top end" of Australia borders the Arafura and Timor Seas, across from the Indonesian archipelago. One of the world's great submarine oil and gas deposits lies off East Timor. In 1975, Australia's then ambassador in Jakarta, Richard Woolcott, who had been tipped off about the coming Indonesian invasion of then Portuguese East Timor, secretly recommended to Canberra that Australia turn a blind eye to it, noting that the seabed riches "could be much more readily negotiated with Indonesia . . . than with [an independent] Timor". Gareth Evans, later foreign minister, described a prize worth "zillions of dollars". He ensured that Australia distinguish itself as one of the few countries to recognise General Suharto's bloody occupation, in which 200,000 East Timorese lost their lives.

When eventually, in 1999, East Timor won its independence, the Howard government set out to manoeuvre the East Timorese out of their proper share of the oil and gas revenue by unilaterally changing the maritime boundary and withdrawing from World Court jurisdiction in maritime disputes. This would have denied desperately needed revenue to the new country, stricken from its years of brutal occupation. However, East Timor's then prime minister, Mari Alkatiri, leader of the majority Fretilin party, proved more than a match for Canberra and especially its bullying foreign minister, Alexander Downer.

Alkatiri demonstrated that he was a nationalist who believed East Timor's resource wealth should be the property of the state, so that the nation did not fall into debt to the World Bank. He also believed that women should have equal opportunity, and that health care and education should be universal. "I am against rich men feasting behind closed doors," he said. For this, he was caricatured as a communist by his opponents, notably the president, Xanana Gusmão, and the then foreign minister, José Ramos-Horta, both close to the Australian political Establishment. When a group of disgruntled soldiers rebelled against Alkatiri's government in 2006, Australia readily accepted an "invitation" to send troops to East Timor. "Australia," wrote Paul Kelly in Murdoch's Australian, "is operating as a regional power or a potential hegemon that shapes security and political outcomes. This language is unpalatable to many. Yet it is the reality. It is new, experimental territory for Australia."

A mendacious campaign against the "corrupt" Alkatiri was mounted in the Australian media, reminiscent of the coup by media that briefly toppled Hugo Chávez in Venezuela. Like the US soldiers who ignored looters on the streets of Baghdad, Australian soldiers stood by while armed rioters terrorised people, burned their homes and attacked churches. The rebel leader Alfredo Reinado, a murderous thug trained in Australia, was elevated to folk hero. Under this pressure, the democratically elected Alkatiri was forced from office and East Timor was declared a "failed state" by Australia's legion of security academics and journalistic parrots concerned with the "arc of instability" to the north, an instability they supported as long as the genocidal Suharto was in charge.

Paradoxically, on 11 February, Ramos-Horta and Gusmão came to grief as they tried to do a deal with Reinado in order to subdue him. His rebels turned on them both, leaving Ramos-Horta critically wounded and Reinado himself dead. From Canberra, Prime Minister Rudd announced the despatch of more Australian "peacemakers". In the same week, the World Food Programme disclosed that the children of resource-rich East Timor were slowly starving, with more than 42 per cent of under-fives seriously underweight - a statistic which corresponds to that of Aboriginal children in "failed" communities that also occupy an abundant natural resource.

Australia is engaged in the Solomon Islands and Papua New Guinea, where its troops and federal police have dealt with "breakdowns in law and order" that are "depriving Australia of business and investment opportunities". A former senior Australian intelligence officer calls these "wild societies for which intervention represents a blunt, but necessary instrument". Australia is also entrenched in Afghanistan and Iraq. Rudd's electoral promise to withdraw from the "coalition of the willing" does not include almost half of Australia's troops in Iraq. At last year's conference of the American-Australian Leadership Dialogue - an annual event designed to unite the foreign policies of the two countries, but in reality an opportunity for the Australian elite to express its historic servility to great power - Rudd was in unusually oratorical style. "It is time we sang from the world's rooftops," he said, "[that] despite Iraq, America is an overwhelming force for good in the world . . . I look forward to more than working with the great American democracy, the arsenal of freedom, in bringing about long-term changes to the planet." The new sheriff for Asia had spoken.

As an Aussie i thought i should really engage myself in this topic.

The major thing i would like to focus on is our Hidden Past not our Hidden Empire.

For starters i would like to mention John Pilger, he is a writer/ political commentator, quite good, in fact one of my local favorites.   The major focus of his works is on foreign policy for a look at some of the stuff he has done throughout his career

Anyway onto the discussion. . .

The first point i would like to start on is the apology on Feburary 13th this year.  One of the many promises made by Kevin Rudd was that he would, among many other things, focus heavily on reconciliation (to which the first step was a national apology) with the Aboriginals of Australia, the native owners of this land.  This was long overdue over but it was still just a token gesture of little importance.  Before Kevin Rudd was elected, John Howard was the reigning Prime minister, who began programs such as the northern territory intervention, as mentioned by John Pilger this program was supported by Kev when he was in opposition and is still supported by him as the 'current man in charge'.  So far Kev's attempts to provide some means of reconciliation consists of a spoken apology together with no major (or minor) changes to current policies.

This is quite ridiculous as it seems to me that what my government is offering its (my) people (just a note i am a white Australian but everyone is essentially my people regardless of geography or heredity) is equivalent to saying "Im Sorry" for taking your land destroying your culture and raping your women (like most colonizations of indigenous lands throughout history this was a common occurence) In fact im soo sorry that i will do absolutely nothing to remedy the problems i have created.

The genocide which occurred when Australia was colonized is often largely undiscussed in most if not all accounts of Australian history.  In fact Australia, the country which i call home, has a very shameful past, yet we hide this past from ourselves and each other.  A good example of our shameful past is a small island of the south eastern coast of Australia, namely Tasmania, Not too long after the British formed a penal colony in Australia they decided to turn Tasmania into the major Penal colony to leave the mainland for free white men.  Between the British and the Australians (aboriginals) there were large conflicts mostly arising as a result of aboriginals killing livestock owned by the British and the British reacting to stop this, well that's the account offered by the history books. . .  Eventually the British in Tasmania decided that enough was enough and in order to protect themselves and their livestock, among other reasons, began a campaign to remove the aboriginal population from Tasmania.  In order to do this white man joined hands across the length of the island and walked from end to end killing all the aboriginals in the process, although this may seem like a dramatic exaggeration of what happened it is essentially correct.  Today their are very few individuals descended from the Australian aboriginals, if any. . . . . .  perhaps this was one of the most effective genocidal campaigns of any throughout history. . .

Now i know that this post was meant to be a reply about Australia's hidden empire but i think to appreciate the problems with the empire requires some understanding of how it was formed.  Today the effects of the Australian government and their policy (i talk of white Australia) is largely ineffective in integrating aboriginals into our society, which is what it serves to do, regardless of wether or not his is what they want.

Is a a good start.  This essay has caused large debate throughout Australia and covers an important topic, the rage faced by most male Australian aboriginals which has resulted from generations of injustice forced upon them, usually with the claim that it is for their own good. . .

As mentioned by john the northern territory has the largest proportion of land to which the aboriginals have been given rights, but even then these rights are very limited.  To begin with the aboriginal rights to the lands don't include realistic accounts for the resources contained within them.  In Kakadu National Park an area designated to be 'owned' by the aboriginal people their is a large Uranium mine, technically this mine is not a part of the national park but is instead completely surrounded by it.  From the profits obtained from the sale of the uranium a certain percentage is paid to the commonwealth government which spend it on areas of 'aboriginal interest'.  Realistically this money doesn't go to where its needed and gets caught up in the bureaucracy before it eventually makes its way to any of the people who's land is being mined.  Not only does is this distribution ineffective but the money is allocated by the Commonwealth government with little if any input form the aboriginal community.  In light of this fact its hard to justify a claim that the money is theirs as it only serves what others deem are their interests.

Among white Australia these issues are hardly discussed and are largely ignored, possibly because we are to ashamed to begin dealing with them.  Today the difference between the lifestyles, health and education statuses of white vs aboriginal Australians is massive and the first step , in my opinion, towards solving these problems is admitting that we caused them.

All of these problems and i haven't even touched on our current foreign policy, which is quite imperialistic to say the least. . . .

For a country which likes to portray itself as rather morally righteous, we Australians need to seriously reevaluate ourselves before we continue to comment on others. . .

sounds like American history.
i have a question, though. you said that the white Australians apologized, i wonder if is it just a verbal action or did they ever think of giving them reparations for what they've done to the Aboriginals? I'm saying this because there have been speculations in America that they would give reparations not necessarily to the Natives Americans, but to the African Americans [not really 100% sure of it] but that's what i've heard.

Essentially the apology offered by White Australia was a short speech given by our prime minister (Kevin Rudd) in which he verbally apologized, the speech can be viewed at

With this speech came no changes to policy let alone reparations of any form.

Their were small changes made to our constitution but these have no effect on society today, they more or less serve as documented evidence of this so called apology.

As for the question on wether reparations were even considered, well no not really.  The possibility entered the minds of a few individuals but not a single serious political discussion even entered the parliament.

While racism in Australia isn't as prevalent as it used to be its still a major issue.  Australians tend to pride themselves on Multiculturalism, and yes Australia is a very diverse society, but we still subject our own people (technically were the foreigners in their country) to racism and injustice.

If you want an example of reparations, look across the border to Canada they are one of the few countries where reparations have been made to their indigenous people.

And yes it is much like American History in the fact that its appalling.  The major distinction i guess you can make (well the one i like to make anyway) is unlike America we actually legalized white slaves *FOR ONCE THE WHITE MAN IS ENSLAVED*.  Only to the extent that when prisoners were released they were 'given' to land owners in South Australia (small state, my home) as slaves.  As such their is a fair chance im a descendant of not just criminals, but enslaved criminals.

Whites were quite often used as slaves long before africa was raped, infact it was actually a subliminal tactic used by early europeans to ban whites being used a slaves. what this does is cause a person to almost automatically asscociate the word 'slave' with the person of colour, which of course is ludacris if you know anything about the Romans.

Reperations is one with, but i would be intruiged to know if there was an sort of affirmative action set up to aid the aboriginals in all manners of life, such as education and jobs etc. i know white privelegde must be as prodominent in OZ as any other western country, so i would be keen to know if any actions are being taken to reverse such a system. Or more than likely, as you stated in your post, the majoirty of the nation is oblivious to this fact and tho they may pride themselves in being 'multicultural', it is but the mask of patriotism to hide the real face of racism. i mean, no one likes to admit that their country is a bucket of shit do they?

Given the history of you motherlands mother, the UK of which i am a resident of, it comes of no supprise to hear of such atrocities as what you spoke of in Tasmania. it seems only natural that the rulers at the time would but followon on from the lessons they had learned themselves regardings treatment of non whites.

oh and by the way, on these boards the phrase 'white racism' is redundant, it would be like saying 'wet water'.

I know of the use of white slaves on multiple occasions throughout history, but Australia is one of the nations to have had white slaves most recently. 

Here in Australia we do have some meager programs which are designed to overcome the exclusivity of privilege but they are to little or no effect.  An example is one scheme in which individuals of aboriginal or Torres strait islanders descent can obtain scholarships for university study.  This is a great idea, but the actual implementation does little, by the time someone is of higher education age they generally are not in the position to attend any of these institution's unless they have already experienced a reasonably privileged life. . . . .
This is one of they only major government programs available to aboriginals exclusively, in terms of job seeking and earlier education there is very little on offer.  Interestingly enough Welfare is regulated differently for aboriginal Australians, they have greater opportunity to entitlement than most others.  What this does indirectly is reinforce the opinion held by a large number of whites that they are simply 'dole cheats' (welfare cheats).  In terms of actually providing an opportunity to improve the quality of ones life the changes in welfare entitlement do little.  As with most 'Welfare state' the assistance provided  barely provide enough to live on let alone 'invest' in your future.

oh and by the way i didn't use 'white racism' i said while racism. . . . . . . .

but that being said i do like to make some distinction between the racist values held by whites as apposed to aboriginals.  In my opinion the racist actions and opinions of aboriginals is more justified, for obvious reasons.  but all the same the point you were making is obvious water is water. . . .

I find it strange to be on the other end of this conversation as i have spent countless hours attempting to disproove such a position, however i only do this couse deep deep down i do agree with it, only i dislike certain older members for their, shall i say, abuse of such teachings.

anyways, what you say about aboriginals racism being more justified is wrong. what you have to understand is that Racism, tho your social studies may teach differently, is not about prejudice alone. Ones action, tho on an individual level, may cause harm and oppression to a white person, in the end the white person will always come out on top. baiscally racism is about both prejudice and havine the power to effectively use that prejudice so that one maye OPPRESS.

Many would argue, usually against me, that in a country like the US, like the UK and indeed like OZ, where the current race in power is white. Their is a system of power distribution that has existed for centuries which give whites the power so that what ever prejudices they do hold, compesmentous or not, is therefore efficiently used to oppress people of colour, most notably in thsi case the aboriginals.

Now given that an aboriginal has grown in such an existence where they are effectively oppress almost on a daily basis, their prejudice may be considered justified. however without the means of power in which to use such prejudice to oppress, ala lack of health care, poor funding for social programmes and education and ofcourse policing, then the prejudice is but a counter reaction for the system of racism, designed to benefit all whites and oppress all people of colour.

what are the actions if an individual when place up against that of a system. when one has dealt with a system such as the institutional racism prodoment in a most countries, then as i said such prejudice is not only justified by, quite frankly, quite natural. IN fact the use of counter prejudice against the white powr structure is actually the means of which such an insitution will be dismantled. As white we( note i am Scots-Malay and i will often play both cards as i do not really believe in 'race') must 1st accept that we live in a system of racism, and that we wil always benefit from white privelidge and the power structure designed to give us the ability to oppress.

If a white chooses to ignore this fact and claim other wise, then they will only further perpetuate racism, and are themselves racist, whether they hold prejudices or not.

like i said, personally I do believe this, however, given the action on certian members on this board towards white posters, i find this very hard to believe. which does sadden me as the ones that i do debate thsi with, more often than not as a challenge of intellectual right, i feel are let down by the more immature scumnag pieces of shit who USE their work as a justification to maintain their racist attutude towards all white poeple. stereotyping and slander was VERY prodominent before and VERY much allowed by the mods.

as i always said, tho they may not oppress, their prejudice must ALSO be checked as the roles will simple reverse in time, and instead of a system or racism run for whites to oppress all others, we might see the opposite and have a system of power for asians or blacks or latinos designed to oppress all others.

A peadophile in jail is STILL a peadophile.

Hmmm,
it sort of sounds like your saying that racism is racial prejudice that leads to oppression, and that without the oppression it isn't racism. . . . . .
Am i right???
If so i don't agree, although oppression of one form or another inevitably results from prejudices (of any type) i don't think that the oppression is necessary to qualify the prejudices.
You suggested early on that the aboriginals racism isn't more justified . You mentioned later that the prejudices of aboriginals is not only justified but natural, so that is to say that the actions resulting from racial prejudices don't count as racism as their is significantly less opportunity to oppress those who they hold prejudices against???
I personally don't like to consider racism as actions based on racial prejudices resulting in oppression.   Its sort of like saying that without smoke there is no fire. . . .

What if elves took over the world and suddenly wielded ultimate power, now i may well hold prejudices against these pointy eared fuckers simply because they have pointy ears but since they have ultimate power i cant oppress them and i therefore am not or can never be a racist?? (Sorry if i offended any elves)

prejudice is prejudice and without the power to oppress, then it remains prejudice.

i suggested that the aborignals 'racism' is wrong, simple because they are NOT racist, they are prejudice.

Born Felipe Andres Coronel on the 19th of February 1978, hip-hop artist Immortal Technique is a controversial figure in the U.S. His songs speak of the need for social justice and equality among all races, with special emphasis on the people of color or Latin Americans, but they also cover topics such as the fight against unfair imprisonments or militarism and many others.

His biography is hence quite intriguing, to say the least, and, just like the best anti aging cream is probably going to be lingering over the shelves of all cosmetic stores for many years to come, Immortal Technique’s songs are going to remain hot, fresh and sought after for a really long time. Due to the fact they speak about topics which are to be considered taboos, his lyrics continue to be listened to with the exterior shutters down in most homes.

Immortal technique was born in Peru, in El Hospital Militar de Lima; several years later, his family moved to America in order to escape the harsh living conditions in Peru. Even though they could not afford to buy any terrain a vendre there, they managed to move to Harlem in the ‘80s. Immortal Technique went to Hunter High School, but just like a hip replacement recall is never of good omen, his grades and behavior weren’t any good during high school either. He was the school bully, he harassed other students and he was not afraid to get involved in scandals with drug dealers from around the area. And while his interactions with these drug dealers were not as numerous as used cars in Phoenix are, they still managed to leave an ugly mark on his biography.

Plus, his graffiti did not actually resemble any Dreamweaver templates, but he was famous for his controversial acts of vandalism.
