Rape: our blame culture

ONE in four people believe women who have been raped are partly to blame for the crime because of how they dressed, their sexual history or how much they had to drink.

An Irish Examiner/Red C national opinion poll on people’s attitudes to sex crimes found a core section of our society think rape victims are totally or partially responsible for being attacked.

It found:

* More than 30% think a victim is some way responsible if she flirts with a man or fails to say no clearly.

* 10% of people think the victim is entirely at fault if she has had a number of sexual partners.

* 37% think a woman who flirts extensively is at least complicit, if not completely in the wrong, if she is the victim of a sex crime.

* One in three think a woman is either partly or fully to blame if she wears revealing clothes.

* 38% believe a woman must share some of the blame if she walks through a deserted area.

The results also show that defence barristers, looking to swing the deciding three members in every 12-person jury, can exploit misgivings in certain demographics about the perceived responsibility of female victims.

Dramatic differences in empathy towards victims based on age and social class are revealed. Gender, however, had little impact.

In every category, widowed, divorced and separated people took the harshest view on the role of the female victim, compared with married or cohabiting couples.

The results of the poll support the results of the ground-breaking Sexual Abuse and Violence in Ireland (SAVI) report in 2002, which found 15% of the population believed a raped woman was not an innocent victim.

The SAVI report, which was published in partnership with the Dublin Rape Crisis Centre, also found 6% of women were raped at some point as adults.

Only a fraction reported the crime, as they feared they would be blamed or their claims would not be believed.

Chief executive of the DRCC Ellen O’Malley Dunlop said the findings of the Irish Examiner poll justified victims’ reluctance to come forward and further explained why less than 10% of rape allegations lead to a conviction.

“By its very nature rape means there is no consent involved, so the perpetrator is fully responsible. Just because a woman is in a situation where she is vulnerable it does not mean she is in any way to blame if she is raped,” she said.

Ms O’Malley Dunlop said although the SAVI report used broader definitions, she had hoped attitudes to sex crime were improving since 2002.

The Irish Examiner/Red C poll provided some hope in this regard because younger people were far less likely to say a female rape victim was accountable if she acted in a certain way.

Responding to the Irish Examiner survey, Amnesty International said the Government has a responsibility to focus on the formal education system in order to change attitudes.

Cliona Saidlear, policy officer at Rape Crisis Network Ireland (RCNI), said Ireland had the lowest conviction rates for rape in Europe and people needed to understand their attitudes to sex crimes were contributing to the problem.

“We as a society need to have this discussion. It is not just about what other people can do, these are attitudes we can change ourselves because this is not acceptable. If people are thinking somehow because you are drunk or wear certain clothes you are inviting rape then it makes it even harder for a woman to report what happened. You can see this in the massive levels of under-reporting by the victims of rape.”

She said it was too easy for people to sit back and say others need to change their attitudes without taking a critical look at themselves.

“We have to look at what we think, and our own attitudes. We in the RCNI are calling for reform of the legal system and that is badly needed. We also are looking at how the education system can help and that needs to be looked at.

“But we cannot leave this to sex education classes or changes in the law. This is about how we behave ourselves and if we continue to blame people for a crime committed on them then we will never overcome this problem,” said Ms Saidlear.

Rape is like second worst crime in my book first would acts done against children and third would be men. My view is that rapists should just have there junk cut off if found guilty. Wow 1 in 4 people.

It's more than females being views as sex objects. Instead men [generally] believe that females should enjoy restricted mobility.  Rather than living independent and self-sustainable, women should remain dependent to men, bore children and maintain family, i.e. augment white power.

Those surveyed are merely promoting women position as one belong to the subordinate class. No different from racism, and in fact, share a common source. The white power structure requires offspring in order to maintain its already ageing white population-base.

Yep, that's further illustrated with the passage I highlighted about less than 10% of claims resulting in a conviction. It should be remembered that this is only the women who come forward and report it. It does not include those who don't which means the overall figure is much lower. The sad thing is that many women don't come forward simply because there is no incentive for them to do so. Why would they want to sit there and explain what happened to the police officers and then repeatedly in a packed courtroom, all while the defense lawyers ask them pleasant questions like how many sexual partners they've had and whether they orgasmed during the attack. They would also be worried about the whole blame thing and even whether they'd be believed. Then after all this and pretty much all their family and friends finding out (which could impact them seriously depending on their cultural background), it is highly likely the case won't result in a conviction. It seems like the victims have a lot more to lose than the attackers.

ONLY 1 per cent of all alleged sexual assaults committed in Western Australia result in a conviction, a parliamentary inquiry prompted by the murder of an eight-year-old girl has found.

A parliamentary committee investigated decisions by the Director of Public Prosecutions (DPP) not to proceed with charges of assault or sexual offences in the last five years.

The inquiry was set up following concerns by opposition police spokesman Rob Johnson over the killing of eight-year-old Sofia Rodriguez-Urrutia-Shu by Dante Arthurs in 2006.

During Arthurs' sentencing, it was revealed police dropped earlier charges against Arthurs over an attack on another eight-year-old girl in 2003.

The Director of Public Prosecutions (DPP) dropped the charges of deprivation of liberty and indecent dealing against Arthurs because police said there was no forensic evidence.

They also blew the police interview, intimidating Arthurs when they thought video and audio tapes had been turned off.

But a cold case review launched last year found a bloodstain on shorts Arthurs was wearing during the 2003 attack matched the victim. The were not tested in 2003.

Arthurs has since confessed, in return for indemnity.

The committee report tabled in parliament today found only one per cent of all reported and unreported alleged sexual assaults resulted in a conviction.

Only nine per cent of reported cases secured a conviction.

 The committee found evidence of a lack of adequate training for police interviewing officers, which led to difficulties with respect to the admissibility of evidence.

It called for a senior police officer or lawyer to monitor police interviews in sexual assault cases.
The inquiry also found a lack of communications between different agencies, no clear policy direction and resourcing for police and a perception of shortcomings in their investigations contributed to low conviction rates.

Rates of reporting were also low because victims were reluctant to come forward for a variety of reasons, including that the judicial system would not work for them.

It recommended the operations of the police Sexual Assault Squad be expanded to include investigations in all cases of sexual assault, not just those where the perpetrator is not known to the victim.

The committee said police, the DPP, the Child Protection Unit all needed further training in handling sexual assault cases to improve the quality of interviews, evidence and briefs.

The committee also called on the right to silence be amended to reflect UK law.

In the UK, the jury is allowed to draw adverse inferences when an accused refuses to answer a question about a fact which is later relied on in defence.

I agree an individual should stop when told to, there is no question about that. But what your post implies is that if you are in the middle of having sex and your partner says stop and you don't stop right away you should be treated the same as someone who assaults an individual on the street. I think if the hormones of a woman during her menstrual cycle are taken into account during a criminal trial so should the hormones of a man who is in the middle of having consensual sex.

The History and Growth of Rap Music

If you are a music enthusiast, then it is very likely that you have come across a genre of music called rap music. Now, records from New York City and Philadelphia can be reproduced and transported to cities like Los Angeles, New Orleans, Dallas, Baltimore, Washington, D.C., and Seattle among others for people to appreciate and enjoy. This was primarily the reason for rap music’s rapid growth. Like Christmas mini lights, cities formed the nodes through which rap music would spread to other parts of the country. From small beginnings to grand achievements, the birth certificate translation to true stardom took a matter of years for rap music to be realized. Since then, its take-off and rise has been meteoric.

In this regard, it is almost impossible to talk about rap music but not discuss the golden age of rap. This was the era from the late 1980s to the mid 1990s when rap grew at an astounding rate fueled by the creative contributions of many artists from all over the continental United States and in many parts of the world. The primary trait of the Golden Age or Rap was that it was an almost unbroken wave of transformative music with every single pushing the boundaries of the genre. From this age and in the succeeding Gansta Rap age came names like Run-D.M.C., Dr. Dre, Ice T, MC Hammer, The Wu-tang Clan, Snoop Dogg, and The Notorious B.I.G. among others. The list of names can virtually fill a Sharepoint Hive without any problems.

According to social studies published in 2005, teenagers and children are more familiar with hip-hop and rap music more than any other musical genre.
